PETERSBURG UPI The raws ower yf wi with FCG's functions." The air quality study was established by the Florida Pollution Control Board earlier this year when it modified sulfur-dioxide emission regulations. FCG, whose member utilities produce 99 per cent of the electricity generated in Florida, coordinates the planning, construction and operation of power plants- Florida Electric Power Coordinating Group (FCG). consisting of 34 private and public utilities, has moved facilitate its financing of a $2 million air quality study in the state.

The group, in existence the past three years, incorporated yesterday, Chairman H. L. Culbreath, president of Tampa Electric said the mve will "stream common knowledge among aviation circles you have always had a devout negative attitude aviation." "My efforts to make a worthy contribution to the people of Tampa have now been shuffled around for nearly three months. I hereby withdraw my offer and consider the matter closed. I have little doubt this decision will please both you and the Smithsonian Institution," she wrote.

Smithsonian officials, who have indicated a desire to have the "Little Stinker Too" on display there, will probably get the airplane in December, Mrs. Frankman told The Times. restaurant, located at the airport, to consider displaying the "Little Stinker Too" somewhere within the eating establishment. Mrs. Frankman turned that suggestion down, saying the restaurant would not be an appropriate location for maximum exposure of the aircraft to the people of Tampa.

She then withdrew her offer to donate the plane to the authority, and notified Bean of her action earlier this month. "I seem to detect a total lack of ingenuity and imagination on your part" in finding a location within the airport terminal, she wrote Bean, adding that "it is "probably sometime next month." Several months ago Mrs. Frankman, who held numerous flying and air speed records in the late 1940 and early 1950 offered the "Little Stinker Too" to Tampa, with the stipulation that it be put on display somewhere within the airport's terminal building. She received a letter from aviation authority director George Bean last month, stating that the authority staff was unable to find a suitable site for the red-and-white Curtis Pitts Special. Instead, Bean replied, the authority asked officials of the Host International By DALE WILSON Times Staff Writer Citing bureaucratic delays and "smooth, professional buck-passing" by Hillsborough County Aviation Authority officials, famed aviatrix Betty Skelton Frankman has withdrawn her offer to display her acrobatic biplane "Little Stinker Too" in the Tampa International Airport.

Instead, she said from her Winter Haven home, the famous and colorful airplane will be donated to the Smithsonian Institution in Washington, DC. Preseason Special! However, Commissioner Bob Curry, last year's HWB chairman, called for a vote before Lester could say anything. The stunned Lester didn't even get his voice back in time to vote against the appointment, but said after the meeting he would ask the clerk to record his vote in opposition. Mrs.

Davin was nominated by Curry. In other appointments. Commissioner Bob Bondi was unopposed for commission vice-chairman. The position puts him in line for the chairmanship a year from now. Bondi was nominated by Mrs.

Castor. Curry was named chairman of the county environmental protection commission (EPC) for the coming year. Curry has been a vocal critic of county environmental director Roger Stewart in the past, but says he has been satisfied with the environmental activist's work lately. Mrs. Davin, perhaps Stewart's strongest backer, was appointed EPC vice-chairman, putting her in line for next year's chairmanship.

The only appointment in which a vice-chairman was not promoted to chairman was the vote to name It Bondi head of the Community Action Agency (CAA However. Curry, who was in line to head the anti-; poverty agency, expressed no desire for a promo- lion, probably because of his new EPC duties. Lester encouraged other local governmental authorities to cut budgets in order to reach the tax rate levels certified by the county property appraiser, as the commission has done. Commissioner Fran Davin, just back from a trip to Washington, warned that the commission can anticipate losing federal funds and should prepare accordingly. In her acceptance statement, Mrs.

Castor also said the coming year should include an evaluation of the administrator system the county has been under for two years. She also said utilities will be a priority area and urged that the legislative delegation take another look at the 1972 Wilson-Grizzle bill. The state act is an environmental measure that requires advanced treatment of sewage going into Hillsborough Bay and other area waterways. Lester called for a reevaluation of the state law late last week. In her statements, Mrs.

Castor shed light on yet another question whether she will be called chairman or will ask for some other form such as "chairperson." "The matter of 'chairperson is a little hard to digest and I hope I can retain the same title all of the men have," she said. In one potentially controversial appointment? 3 Mrs. Davin was named chairman of the county hps-J, pital and welfare board (HWB). By BARRY FRIEDMAN Times Staff Writer There were few surprises at the county commission's reorganization meeting yesterday, when Commissioner Betty Castor became the commission's first woman chairman. Most of the appointments came off like clockwork with no real opposition expressed.

The only thing that took away from the ceremonial nature of the board's transition was the long, tedious commission meeting that followed, the first one Mrs. Castor led. But the first portion of the commission's four-hour session yesterday gave commissioners a chance to look ahead to the coming year, a year that will include attempts by three commissioners to get re-elected. Commissioners' remarks dealt largely with the county's financial situation and the potential troubles that will come from an austere county budget. "We have got to begin admitting that the government can't do everything," Mrs.

Castor said. "We can't turn around the economy. We can't provide jobs for everyone." Commissioner Bob Lester, who preceded Mrs. Castor as chairman, amplified the sentiment. "We are not going to be a benevolent agency with taxpayers' funds.

We are going to be fiscally conservative and fiscally responsible," he said. I MEN'S WEAR 1707 Smith Dale Mahry. 4644 Wt Kennedy Blvd. 72 1 1 North Dale Mabry, Oren Monday Nights 'til 9 WALGKEEN 1975 INSURANCE AGENCY. Inc.
