The commission will hold a workshop later this month on the proposed 1-cent increase in the sales tax, dubbed Penny for Pasco. Nurrenbrock told the commission that the county's share of the new tax before the school board takes its part could total $350-million over 10 years.

Yet the county's needs for park land, buildings, public safety vehicles and environmental lands would cost $440-mil-lion, he said. Even by subtracting what the bond money could buy, "the needs far outstrip the revenue," Nurrenbrock said. The $10-million becomes available by refinancing a current bond that expires in 2018. The old bond interest rates run from 5.6 percent to 7.5 percent The county could refinance the bond through 2033 for interest rates as low as 1.6-percent or as high as 5.05 percent The annual debt payment would stay the same: $2-million. Pasco would pay off the bond with money distributed to counties from the state share of cigarette and sales taxes.

The second bond would be paid off with money collected from the current half-cent sales tax.
