That argument lost some credibility this year; several D-rat-ed schools qualified for money because of their improvement The Pinellas County teachers union sued the state over the program, claiming it made the funding system inequitable. "We do not believe the payment of bonuses should be based on test scores," Moore said of the Pinellas teachers union. "You either believe in the (state's accountability plan) or you don't. We don't." Moore said his organization has discouraged teachers from using the money for bonuses.

If anything, he argues, the money should be put back into the school. But he acknowledges that is a losing proposition. BERG, VIRGINIA 84, of Tampa, died Monday (Dec. 25, 2000) in Cross City. Born in Live Oak, she came to the Tampa area in 1954 from Tallahassee.

Only five of the 14 Pasco County schools that reported their spending plans used the money for bonuses. "We didn't discourage it but remember what happened here," said Pasco school Superintendent John Long. He was referring to a protest at two Pasco County schools where teachers turned down another form of state bonus, this one for teachers at D-rated schools. The teachers decided to forgo the money as a way of protesting what they consider an arbitrary and inaccurate school grading system. "A lot of teachers feel that way, and I think that set an emotional climate around here," Long said.

Not all teachers agree. At Pasco's Sand Pine Elementary, the A grade resulted in a check for $80,000, and the staff decided to spend that on $1,000 bonuses. The checks arrived just before the winter break. "We brainstormed and wrote down ideas, and then we did a survey, and it was almost unanimous to do the bonuses," said Sand Pine Principal Ginny Yanson. "Our advisory committee was very supportive." The Sand Pine staff also decided to spend some of the money on laptop computers and reading materials.

The vast majority of the money, though, was shared by teachers and staff. But not everyone got a bonus; Yanson and her assistant principal politely declined. ough, every school whose plan has been approved has decided to share the wealth. "We didn't really know what we could do with the money last year," said Judy Bowen, principal at Apollo Beach Elementary, which spent virtually all of its approximately $72,000 on bonuses this year. That amounted to about $800 for the typical teacher.

The school also qualified last year but spent most of the money on equipment "We kind of held off last year, until we saw how the program worked," Bowen said. "But this year, the staff pretty much had their minds made up." Several Hillsborough schools will allocate more than $100,000 each in bonuses, including Bloo mingdale High, Benito Middle, Rodgers Middle, Walker Middle and the following elementary schools: Hunter's Green, Lake Magdalene, Mintz, Schwarzkopf, Tampa Palms and Westchase. At many schools in the Tampa Bay area, though, the bonuses have stirred controversy as educators and parents struggle to agree on how to spend the windfall. "There have been some great fights over this money," said Jade Moore, executive director of the Pinellas Classroom Teachers Association, which last year sued the state over the school recognition money. That case is still pending.
