The appearance of the street Is not only impaired but it is an obstruction to trathe on this street and tlie value of property in the vicinity is materially Injured. Mr. Bailey the vei efileient clerk of this city has called my attention to the fact that the time fixed for the beginning and ex-piratittu of tlie fiscal year of the city does not work so well as it might on account of tbe press of work which the officers have to contend with the latter part of February, I therefore will suggest that the first of July be made tbe beginning of the fiscal year ln-tead of the first Tuesday la March.

This will bring tbe end of the year on the ilntii of June at the dullest season, and at a time when the new ofticera elected In March will have sufficient time to become familiar with all of the affairs of the city. It would be well for the City Council to appoint a committee to prepare a memorial to the next legislature to have our city charter amended. A board of public works should be provided for, und In this connection 1 think it Is a good idea to have the charter so altered that members of the City Council could be elected to seive for three years and bave it so arranged that one third of the council be elocttd each year, by this means we cun always have a majority of the council who are familiar with the affairs of the city and the routine of business. uher alternations could be suggested hich I will not here outline.
