"We've put all the wheels in motion to have people here international representatives from Washington, vice presidents from Miami.

"We've distributed 2,000 handbills around town asking citizens to come and support us." Payne once again reiterated that a Dec. 10 hearing date was "tentative if the commission found that date convenient" "I'm sorry, it was implied to us that was a firm date," Willis replied. "It's too late for us to stop the wheels we've started rolling." Englebert said the matter was "too important to be heard by less than all five of us (commissioners)" and asked Payne to produce the notes made at the negotiating session. When McKey brought the "raw notes," Mayor Elbert Linville read them aloud. "It looks to me like they support the union's contention," he said.

"It says that Dec. 10 was offered as a tentative date if the union approved and it appears the union approved. "We're between a rock and a hard place now," he said, looking at Payne. "And we have to resolve this right now." After discussing how to handle the expected large crowd and where the planning and zoning board, which had a meeting scheduled, could meet, the commission reluctantly agreed to today's session at 8 p.m. "It's a lot easier for us to delay things a half hour than several days, Willis said.

"We're going to have to sacrifice what we already had planned for the benefit of you guys and the benefit of the city," Englebert said wearily. Willis once again apologized for the "misunderstanding" and thanked the commission for setting up the hearing. "Frankly, I don't think the misunderstanding is your fault," Koutsourais said. "It was a lack of communication between management and the commission."
